You misunderstand the beauty of Bitcoin. The beauty is that it is not owned by a government or a technology company, just like gold which is not owned by anyone except the beneficiary herself. This is why governments or technology companies cannot take it over, it would lose its appeal of being independent which means that Bitcoin users would not convert to the new version.
